Fuzail A. Rizvi founded STAR CAPITAL in June 2016 with a clear mission: to build and operate high-quality Adult Care, Senior Care, and Dementia Care businesses across the United States through strategic acquisitions and mergers.
In 2021, Fuzail partnered with Manosij Roy to form R&R Care Operations, marking the acquisition of Elton Residential Care Home, a 100-bed historic facility located in Waterbury, Connecticut. Under R&R Care, he also oversees:

Prior to founding STAR Capital, Mr. Rizvi served as Director at RD Capital Partners LLC, a UK-based healthcare investment firm managing over £600 million in assets focused on dementia and adult care facilities across the United Kingdom.
With more than two decades of global experience, Fuzail has worked as a senior consultant and executive in the healthcare and financial sectors, supporting federal, state, and commercial clients in multiple countries. His expertise includes leadership, operational strategy, and cross-industry management solutions, particularly in Healthcare, Finance, and Consumer Products.
Fuzail holds a Master’s degree in Finance, Economics, and Accounting and a Master’s Degree in Computer Science. He also completed an Entrepreneurship Specialization Certificate from the University of Pennsylvania. He was nominated by the U.S. federal government for executive leadership training at the Federal Executive Institute in Charlottesville, Virginia.

Manosij is a global business leader, with 20+ years of experiences in advising organizations, in particular large global banks and insurances firms on their operations, regulatory mandates, operations, and profit and loss scenario. He has worked in large fortune 100 companies such as IBM, KPMG etc. He has master’s degree in business administration and Executive Business Administration from MIT Sloan.

Mr. Roy is also an active member of the Rhode Island Chamber of Commerce and Rhode Island Assisted Living Association (RIALA) and frequently has discussions and advisory meetings with the director and leadership committee.
Manosij Roy is providing Assisted Living Services / Residential Care Home through its home-like facility to customers in its targeted market.
Manosij is an entrepreneur by heart who has excelled in every aspect of his professional life. He is detail-oriented and provides thoughtful and hands-on leadership in the businesses.
The company is unique in that it is owned and operated by business professionals who have not only grown and developed businesses at a very high level with elite global firms (IBM, KPMG, Grant Thornton) but also have grown their own businesses.
Manosij holds an Executive Management diploma from MIT Sloan and MBA from George Mason University. He did his undergraduate in Bachelor of Technology-Electrical Engineering.
Manosij has detailed understanding and expertise to work with Department of Health and Human Services of the state, on every aspect of the Residential care Business. He has gone through the entire process, both at an observant and as an owner/participant capacity.
Joanne Yenkelun
Regional Director
Joanne Yenkelun joined our team as Regional Director in November of 2022 she has been in healthcare since she was 16 yrs old, starting out as a certified nursing assistant The love of long-term care kept Joanne in the same field for years, Working closely with management teams on so many levels Joanne eventually transitioning into Human Resources at the facility level and then onto the corporate level covering multiple LTC building which as lead her to her present position as Regional Director
Joanne has never forgotten her origins or the importance of advocating for the elderly and frail in our community Always doing so with integrity, honor, and a smile.
Joanne is happily married she has three children and five grandchildren and two wonderful brothers
Deborah Arroyo
Administrator
Deborah Arroyo joined our team in December 2022 as a Lobby aide. She came to Elton with many years of experience. Deborah has worked on Wall Street . After retiring from the Wall Street , She is working in healthcare since 2022.
She has worked her way from the Lobby caring for our residents personal needs to our Assistant Administrator and onto Administrator. she goes above and beyond always ready to pitch in and help regardless of the task.
Mrs Arroyo is very family orientated her family is her world. She spends time with her mother on the weekends. She has one beautiful daughter and four grandchildren two girls and two boys Mrs Arroyo was happily married for 28 years losing her husband eight years ago. She has one sister and two brothers They enjoy family vacations. Deborah’s family is her hobby
